Shoulder-to-Shoulder: Defense Diplomacy’s Role in Sustaining the U.S.-Philippine Alliance

Collaborative military practices, such as officer exchanges or joint training exercises, can serve important political as well as military functions. By engaging proactively with foreign personnel, defense diplomacy affords governments a chance to influence the worldviews of foreign government officials while also providing pathways for the diffusion of policy preferences across borders. This project explores the important role that such activities have played in anchoring the U.S.-Philippine alliance. Specifically, by looking at the key role that defense diplomacy played in the immediate aftermath of the September 11 attacks and in stabilizing the alliance following the election of President Rodrigo Duterte, the project explores how collaborative military practices can be effectively employed as a foreign policy tool.
