CoCom 2.0? Controls on U.S. Technology Transfer to China

The United States and China appear to be entering into a “technology Cold War.” This paper begins by assessing the state of U.S. technology transfer to China via both domestic routes (such as U.S. universities and technology companies) and overseas routes. Next, it describes the changing targets of U.S. investment and export controls and compares contemporary U.S. relations with China to the United States’ relations with the Soviet Union during Cold War and Japan during the 1980s. The paper explores the optimal mode of technology engagement with China and considers whether decoupling the U.S. and Chinese technology systems is desirable, or even possible, with the goal of informing U.S. technology policy toward China.
